Republicans in the US Congress who have opposed antipollution measures have
softened their stance. They have backed legislation that will give companies
incentives to immediately cut emissions of greenhouse gases and claim 鈥渆arly
action credits鈥�. These will count towards meeting the US鈥檚 formal reduction
targets if Congress ratifies the 1997 Kyoto Protocol.
