Television pictures can be sent down ordinary copper telephone lines for
short distances using a system called ADSL, but until now telephone companies in
Britain have not been allowed to do this. Last month the government lifted the
ban, and they will be able to use ADSL to broadcast video on demand if there is
no local cable television service. The decision affects about 17 per cent of
homes.
